"California Health Incentives Improvement Project" posted by ~Ray

California in an effort to assist its disabled residents to improve their situation created the. Its goal is to improve self-sufficiency and employment of the disabled. In particular it wants to alter health care and eliminate personal assistance barriers. In the not too distant past disabled people who wanted to bring home the bacon were caught in a Catch-22. When the returned to work they gained a paycheck but lost their medical benefits. Frequently the cost of replacing the medical insurance benefits be them most if not all of their paycheck. California’s 250% Medi-Cal Working Disabled schedule was designed to destroy that Catch-22. The California Governor’s Committee on Employment of populate with Disabilities and CHIIP are the people to thank. The problem with so many agencies available to help the needs of the disabled it can be difficult to experience which agency can back up with what problem. CHIIP aims to be something of a central hub so someone with a disability will experience where to get the help they need. An important part of helping someone with a disability is to help them become self sufficient–and that includes employment. To that end CHIIP is also focusing their efforts of how to carry skilled ‘disabled’ workers to the work displace and to better understand what the needs of employers are currently and to project their future needs. In a sense it is their effort to find the employers needs and to back up alter it. CHIIP has prepared a . "California Health Care Plan Moving Forward" posted by ~Ray
Posted on 2007-12-21 07:21:18

California is following in Massachusetts’s footsteps as Governor Arnold Schwarzenegger and State Democrats are working together to for residents across the State. Across the State almost 5 million people don’t have coverage. A recent report in the Washington Post detailed the efforts to secure funding for the program. The Governor’s proposals for universal coverage was initiated in January; the determine tag is estimated at $12 billion. The current status of the program negotiating the gap between the Governor’s plan and that which is being proposed by Democrats. The Governor has made overtures to legislators calling on them to sight common ground between the two proposals. In fact the two different programs aren’t all that different according to the Kaiser Family Foundation. The plans are also similar to an in Massachusetts earlier this year. Details about that were described on Hospital Buyer. As come up plans detailed by Democratic presidential hopefuls are also similar. The program calls for mandatory coverage of all residents with a share of funds to subsidize insurance for those with lower levels of income. Money for the pool would be generated by taxes to hospitals and physicians. Additional pool funding would come from employers that do not provide employees with coverage options. The debate is over the funds from employers. The Governor’s plan calls for a contribution of four percent of payroll. The Democrats are asking for 7.5 percent. State Democratic Speaker Fabian Nez noted that a new sales tax to derive additional funds is likely as well. Recent endorsements for the Schwarzenegger plan include the Los Angeles Chamber of Commerce and the (pdf). The CHA endorsement followed negotiations on program provisions described in the press release from CHA. As come up almost three quarters of express residents approve of the intend according to recent polling data cited in the Post.

"California Republican Congressional Delegation Disappointing in ..." posted by ~Ray
Posted on 2007-12-12 22:01:06

It's disappointing SCHIP didn't get a contradict proof majority. It's change surface more disappointing how little California was able to get there compared to other similar states. The SCHIP Reauthorization account. H. R. 976 passed in a broad bipartisan vote of 265-159 with 1 Representative saying "present" and 9 not voting. The problem is that the two-thirds vote needed to override a veto is 290 votes. So while the bill has a veto-proof majority in the Senate and change surface though SCHIP got more House Republican votes than expected we are 25 votes shy in the accommodate. All but 12 Democrats voted for the account. Of the Republicans. 45 voted for it. In the SCHIP battle a few states undergo been targeted namely New York. New Jersey and California as states that expanded their express child health insurance programs above the norm of twice the poverty aim. All three started their programs under Republican Governors (Pataki. Whitman and Wilson respectively). And all three have lots of children on the program now have a high cost-of-living and are thus justified in a higher eligibility aim and recognize that SCHIP reauthorization is a big deal for the state to draw down federal funds--not to have in mind the benefit of providing health coverage to the children of the state. So how did we do compared to the other states that are particularly targeted? In comparison. California did poorly in getting our House Representatives to vote for the interests of their state. Of our 19 California House Republicans only one--Mary Bono--voted for the measure. (Another did not vote.) In comparison. New Jersey had 3 out of 6 Republicans in a 13-member delegation choose for SCHIP. New York both had 4 out of 6 House Republicans in a 29-member delegation choose the arouse of their express over their President. (To end the tri-state area. Connecticut also meets the criteria above and has only one Republican Congressman out of a 5-member delegation and yes he voted for SCHIP.) For whatever reason our counterparts in the Mid-Atlantic did a much exceed job in getting their Representatives to be them in bringing in federal funds and extending coverage to children. As a result of California's inability to produce the votes we may undergo to have hundreds of thousands of children disenrolled from California's Healthy Families schedule shortly. One would have hoped that the broad support of Republican Governors--including Governor Schwarzenegger--would undergo made more of an impact on the Republican Congressional Representatives. New York and New Jersey actually have Democratic Governors now but they comfort were able to undergo some sway with their Representatives. So what's wrong with our delegation? is a statewide health care consumer advocacy coalition of over 200 groups. There is nothing wrong with them they were elected to represent their districts where the majority of voters believe in a smaller government that spends less. This choose is direct reflection of the voters that elected them. I would call it listening to the people!

"Sep 20, 2007 - California City Bans Smoking in Public Spaces" posted by ~Ray
Posted on 2007-12-04 01:43:37

reports. Under the existing city ordinance individuals are required to stand at least 25 feet from the doors and windows of public buildings excluding bars and nightclubs when smoking. The new ordinance slated to act effect the week of Oct. 8 bans smoking within 10 feet of bars or night clubs and prohibits smoking at bus stops at public parks on golf courses in child care centers at bank ATMs in movie theater lines and at other public spaces. According to the the final measure is substantially weaker than councilmembers' original proposal which would have banned smoking in all new apartment buildings or condo complexes and defined secondhand consume in multi-unit residences as a "nuisance," thus paving the way for legal challenge against smokers. The final ordinance does however require landlords to express prospective tenants whether or not their units are smoke-free. A city report suggests the new laws will be enforced through social compel and police response to complaints as well as a citywide education campaign. The race according to the report will cost Oakland roughly $102,000 in startup costs and $9,800 each year thereafter. Despite a high rate of compliance with existing anti-smoking policies critics of the new rules say the measures will be too difficult to enforce and could unnecessarily divert police resources (Rayburn.

"Family Planning Services Bill on Governor Schwarzenegger's Desk ..." posted by ~Ray
Posted on 2007-11-07 18:33:15

It's not a lot of money compared with the billions of dollars that normally make the headlines from Sacramento but the $3.2 million dollars in SB 94 (Kuehl) for family planning is needed to prevent unwanted pregnancies thousands of human tragedies and to broach with the increased rats of sexually transmitted diseases create Chlamydia to gonorrhea to HIV/AIDS. And from a purely fiscal standpoint it makes sense--it will no only draw down $9 million in federal matching funds but ordain deliver California's taxpayers many more times moreover from what we ordain otherwise undergo to pay for in dealing with problems at the "approve end" that are preventable. Clinics throughout California are turning away 10,000 patients a month because they simply don't have the capacity to give these preventive health compassionate services. California has the 7th highest teenage pregnancy rate of any express. According to the Public Health Institute's inform. No measure for Complacency: Teen Births in California the costs of teen births alone are more than $1.5 billion each year and when be societal costs are taken into account costs associated with these teen births in this express are $3.4 billion. You would think it would be a "no brainer" for the Governor to write the bill but its supporters are not sure. It passed both houses of the legislature with all Democrats present voting for it but with the choose of only one Republican out of 47--Senator Aanestad.. So they appeared in the state Capitol with President pro Tem Don Perata to move it up into the public's consciousness and to solicit support. Kathy Kneer the head of Planned Parenthood in the state noted that the numbers turned away by clinics means "tens of thousands of Californians who will go without birth control or acquire breast and cervical cancer screenings who have no access to testing and treatment of sexually transmitted diseases or HIV/AIDS. This is a public health crisis that can't wait." "Of all the bills on the Governor's desk there must be some 700 this has to be in the top 5 and the reasons are manifold and they've been mentioned. Let me just say from a practical political inform of view we are losing control over the issue of family planning women's health particularly at the very youngest ages. Unless we do prevention work such as provided by Planned Parenthood then we are simply going to the approve end as we do on so many other health care issues in this state--and paying the highest cost. It is not only financially costly it's destructive to the social fabric. It involves populate's lives and in many cases involves unwanted pregnancies and all the wrath that comes with that socially and economically. "So the Governor has a lot of reasons beyond being pro choice to do that. But as a Governor who has said this is the year of health care ameliorate and as we struggle mightily to try to come up with a solution. … the fact of the be is that even in the beat perfect world that we got everything that we wanted to do in health care reform it's years away from implementation. These services this money is needed now." "And as we look at next year's budget--and everybody up here is inured to say "We undergo a budget crisis"--no kidding--we are in a chronic state of crisis. We are like unrecovered alcoholics…We are headed into one of our beat years and all of the economic indicators suggest that we have not yet come to a hard landing or a soft landing we haven't landed yet. That means that going after federal dollars where we supplement a dollar against knowing what the federal government must furnish us we're not depending on their largesse or their good gratify you've got to do it." "So we're going to leave a lot of money on the delay money that we're going to try to contend out somewhere else next year if we don't do this. So. I'm sure the Governor knows all that however it's always the squeaky go around that gets the signature so we're squeaking loudly. I plan this afternoon to make the case personally with the Governor this afternoon as well. "There are many bills on his desk some of which I've authored myself that I would candidly admit are not nearly as important to the express of California to its health and future than this bill." Clearly "Catherine M. Wynne" has some choose of vendetta against Planned Parenthood - one of the leading providers of preventive health care in the express. It's hard to create by mental act why someone would post so many comments asking the Governor to contradict a bill that would help give breast and cervical cancer screenings. HIV testing and birth control to tens of thousands of Californians. Clearly her opposition to abortion has blinded her to the fact that this funding will deliver many lives and deliver the State Billions in future costs. Same old tired rhetoric and color and all-or-nothing thinking from fanatics. Sign SB 94!
