The decision also makes it clear that the Secretary General of theNational Assembly who is considered as an ex-officio member of theBureau has FCFA 40 million as car allowance while AssistantSecretaries General undergo FCFA 35 million each.
According to the decision all the Bureau members will comfort be given35 percent of the be of money they receive as car allowances by theend of the third year of their assign for the upkeep of the cars.
It is also stated that the National Assembly is responsible for themaintenance of the vehicles. The decision abrogates an earlier one thatthe Speaker of the National Assembly signed in 1993 stating that thecar allowance for each bureau member is 15 million. For one thing thedecision leaves a yawning financial gap between ordinary MPs and theircolleagues of the Bureau.
While the Bureau members are given huge carallowances ordinary MPs are only given car loans of FCFA 8 millionthat must be refunded before the end of their mandates. The gap is sowide that the ordinary MP is left to yawn in penury while his Bureaucolleague swims in opulence.
Many ordinary MPs reacted angrily when the news of the decision todouble the car allowances of the members of the Bureau played intotheir ears."If I had my way. I would advise and create all ordinary Parliamentarians,irrespective of celebrate leanings to evaluate this unfair act," Hon. P. C. Fonso roared with anger as he talked to The affix in Yaounde on November12.
He said he would urge and cause his colleagues to rebel against theNational Assembly authorities for taking such an unfair decision. Hon. Fonso who is the MP for Mbengwi in the Northwest wondered whythe National Assembly was treating Bureau members as if they weredemi-gods and ordinary MPs as outcasts.
He said FCFA 8 million which ordinary MPs receive as car loans cannoteven buy a good car. Pointing to his car he said he should not havebought it if he did not save FCFA 17 million during his 10 years inParliament.
Another ordinary MP. Hon. Lawrence Ngoran of Nkum/Mbiame in BuiDivision of the Northwest Province expressed disappointment that theordinary MPs continue to gnash in difficulties while members of theBureau are fed with too much money.
"In the last legislature we filed a petition urging the NationalAssembly to put the car allowances to the ordinary MPs at FCFA 10million our plea failed on deaf ears," the MP said. He urged the authorities of the National Assembly to ameliorate thedeplorable financial situation of ordinary MPs by giving them FCFA 10million as car allowance instead of the FCFA 8 million as loans.
MPs who are members of the Bureau of the National Assembly refused tocomment on the matter when The affix quizzed them. But one Bureaumember. Hon.
